Data Analyst - Procurement Department

Department: BDC - Business Development Center
Location: Los Angeles, CA

Compensation: $70,000 to $90,000 annual plus excellent benefits

*** This position is on-site at our DTLA HQ Office***

PROGRAM SUMMARY:

PACE BUSINESS DEVELOPMENT CENTER (PACE BDC) promotes the growth and economic expansion of diverse Los Angeles communities through the infusion of capital and the provision of business consultation services and financial literacy training. Housed in the PACE Business Development Center (BDC), the Procurement Team assists small businesses in securing contracts from government agencies and private sector companies. PACE is the only Southern California Minority Business Development Agency (MBDA), designated by the U.S. Department of Commerce to promote the growth and global competitiveness of small and minority businesses. PACE is also partnering with Mayor Karen Bass in administering the City’s ProcureLA program, a procurement initiative connecting small and minority businesses to contract opportunities with an emphasis on preparing for the 2028 LA Olympics.

POSITION SUMMARY:

PACE is seeking a detail-oriented and analytical Data Analyst to support the Procurement Department. The Data Analyst will be responsible for gathering, analyzing, and reporting on key data related to the department’s activities and outcomes. This position will work closely with the Procurement Manager and senior management to provide insights that will improve program performance, ensure compliance with KPIs, and enhance the effectiveness of procurement strategies for small businesses. This role requires strong analytical skills, proficiency in data tools, and the ability to communicate insights in a clear and actionable way.

RESPONSIBILITIES & DUTIES:

  • Analyze procurement data to track the performance of the program, ensuring that program outcomes and KPIs are met.
  • Develop dashboards, reports, and visualizations that provide real-time insights into program performance, contract opportunities, client engagement, and departmental efficiency.
  • Work with the Procurement Team to identify trends and opportunities for improving program performance, including assessing the impact of workshops, counseling sessions, and outreach events.
  • Maintain and manage the department's data systems, ensuring data accuracy and consistency, particularly in Salesforce and other data management systems.
  • Support the team by analyzing bid opportunities, success rates, and client performance metrics to inform strategic decisions.
  • Collaborate with the Procurement Manager and senior leadership to generate regular reports for senior management and external stakeholders.
  • Assist in preparing presentations and reports for grant and contract compliance.
  • Evaluate and improve data collection processes to ensure streamlined reporting on the program's objectives and contract outcomes.
  • Assist in researching market data, identifying procurement trends, and monitoring competitor activities.
  • Support the team in developing outreach strategies by analyzing client demographics, engagement, and contract success rates.
  • Provide technical support and training for staff on data management systems and tools.
  • Assist in managing and updating client information in the CRM system (Salesforce), ensuring data accuracy and timely reporting.

QUALIFICATIONS, EXPERIENCES AND SKILLS:

  • Bachelor’s degree in Data Science, Business Analytics, Statistics, Economics, or a related field.
  • At least 2-3 years of experience as a Data Analyst, preferably in procurement, business development, or a similar field.
  • Strong proficiency in Microsoft Excel, including advanced formulas, pivot tables, and data visualization tools.
  • Experience with data visualization tools such as Tableau or Power BI is a plus.
  • Experience working with CRM systems such as Salesforce, including generating reports and managing data integrity.
  • Strong analytical and problem-solving skills, with the ability to process large datasets and generate actionable insights.
  • High attention to detail and the ability to manage multiple tasks in a fast-paced environment.
  • Excellent written and verbal communication skills, with the ability to present complex data in an understandable way.
  • Ability to work collaboratively in a team environment and support various stakeholders.
  • Experience working with procurement or government contracting data is preferred but not required.

PREFERRED EXPERIENCE:

  • Experience in procurement, sourcing, or contracting environments.
  • Experience working with small businesses or minority-owned businesses in a procurement capacity.
  • Experience in preparing data reports for management or government agencies.
  • Knowledge of procurement processes and compliance regulations in government or private sector contracts.

Other Requirements:

  • Must have a valid Driver’s License, adequate automobile insurance coverage and an automobile in working condition; local travel may be required.
  • COVID vaccination required; must have two-dose series of Pfizer or Moderna or a single-dose of Johnson & Johnson. Those that need a medical or religious exemption must reach out separately.
